Sorry to say, but if you haven’t already, you might have to start applying in other cities/states/provinces. Sometimes it isn’t you; the competition can be brutal and if you aren’t actively networking you will never get a chance.
I was in the same position (M.Sc., well certified, amazing resume) and sent out at least 50 applications within 1.5 months. Received two call backs for interviews, one was a bad company and the other I was reasonably unqualified for.
Then I applied to smaller cities/towns (~9 hours away by driving). By the time I sent off 3 resumes, I received 2 call backs and landed a decent job in forest ecology (unrelated to my masters or undergrad).
As you probably already concluded, you either need to expand your scope or reduce your expectations.
